What it is.
Tea bag paper is a filter first. It has to let hot water through fast, hold fine particles back, and keep its strength when it is completely wet — a bag that tears in the cup is a product recall, not a quality complaint.
The heat-seal version carries a thermoplastic fibre component so the machine can close the bag with heat and pressure alone, with no adhesive and no staple. That is what most high-speed bagging lines are built around. Wet strength and air permeability are the two properties to specify, along with the seal window your machine runs.
