What it is.
Toilet tissue is a volume category sold on a shelf price, so most of the specification work is packaging arithmetic: ply, sheet count, sheet size, roll diameter and how many rolls go in a pack and a case. Those decide the shelf price, and the shelf price decides whether the product sells.
The paper questions underneath are furnish and wet strength. Wet strength has to be high enough that the sheet works and low enough that it disperses — a tissue that is too strong blocks drains, which becomes a complaint against the brand rather than against the mill.
